The company is also thought to be scrapping its signed-for parcels and Saturday letters in a bid to cut costs.
Royal Mail, which was fully privatised in 2015, is required to deliver letters for a fixed price, six days per week.
However, with fewer people sending letters, bosses are thought to be looking at plans to scrap tracked and signed-for packages because they come at a cost.
It is also said that the proposed service may focus more on the delivery of parcels, to compete with the likes of Amazon, Hermes and DPD.
The demand for parcels has rocketed throughout the pandemic with more people shopping online than ever.
